There is no single document that replaces every pet-travel requirement. Keep identification, veterinary evidence, government permission and carrier acceptance in separate parts of one travel folder.
Think in four layers
Identity connects the animal to its records. Veterinary evidence records health, vaccination and any required tests. Government documents cover the relevant export/import pathway. Carrier papers confirm the permitted transport arrangement.
A vaccination booklet, a municipal dog licence, an Anist Pet ID and an international health certificate are not interchangeable. Use the document’s issuer and purpose to decide where it belongs.
Make the dates work backwards from arrival
Choose the destination guide before arranging appointments. Identify any long testing or residence requirement, then work toward the short final health-certificate and treatment windows. Keep “sample date”, “result date”, “certificate issue date” and “arrival time” as separate entries.
If a flight changes, ask which records need re-checking. Do not manually amend a signed veterinary or government certificate; contact its issuer.
Check consistency before signatures
Ask the vet to scan the microchip and compare the number with the records. Review the animal’s name, species, description and owner details across documents. Keep each pet’s folder separate even when both animals travel together.
Scan the final signed set and keep offline copies. Protect private passport and address details; share them only with the authorised authority, veterinarian or handling party that needs them.
Get forms from the issuing authority
Use the current AQCS export checklist for the Indian departure and the destination authority for its health-certificate model, permit or declaration. A form attached to an old blog can be obsolete. Our source register links the official starting points.

Before the final handover
Read the route from beginning to end with the person handling the pet: pickup, departure, transit, arrival checks and collection. Confirm who holds the originals at each point.
Use the printable checklist below as an organiser. Ticking a box is not an eligibility decision or official clearance. The signed documents and current authority/carrier conditions remain decisive.
| Document | Who provides it | What to check |
|---|---|---|
| Microchip / identification record | Veterinarian / authorised implantation service | Record the identifier consistently; check the destination’s standard and vaccination order. |
| Vaccination booklet / certificate | Vaccinating veterinarian | Check animal identity, vaccine details, dates and valid boosters. |
| Rabies antibody laboratory report, where required | Destination-accepted laboratory | Check the destination’s lab, sample timing and waiting-period rules. |
| Local fitness certificate | Registered veterinarian | This is not automatically the destination’s official health-certificate model. |
| Official export health certification | AQCS / competent exporting authority | Use the current destination model and endorsement procedure. |
| Import permit, where required | Destination government | Check the issued animal, dates, route and conditions. |
| Official health certificate / owner declaration | Required official veterinary authority / owner | Use the model required for the actual pathway. |
| Quarantine / arrival facility booking, where required | Required receiving facility | Match the approved port and confirmed arrival. |
| Carrier acceptance, forms and animal booking | Operating airline / railway / transporter | A passenger ticket alone is not animal acceptance. |
| Earlier export proof for a return journey | Owner / earlier official certifying authority | Keep the movement and identity history for the re-import assessment. |
| Municipal licence, where required | Authority for the actual home address | A local registration serves a different purpose from import/export clearance. |
| Anist Pet ID or another private identification card | Private issuer / owner | Useful supplementary identification; not a government travel permission. |
Common questions
Is a “pet passport” always a government travel passport?
No. The phrase is also used for vaccination booklets. Check the issuer and the destination’s required official document.
Can I complete the paperwork after booking the animal’s travel?
Resolve eligibility and long lead times first. Then align the short final-document windows with the confirmed itinerary.
Want help putting the journey together?
