Check the first EU country of entry and the current certificate model. A pet-travel plan for Great Britain is not the same as an EU plan, and rules for a non-EU European country must be checked separately.
Identify the first country that will examine the documents
This guide concerns a privately owned dog or cat travelling without sale or ownership transfer. Start with the European Commission’s non-commercial route and the authority at the first EU entry point. If owner timing or the purpose of movement falls outside that route, ask which import process applies.

Use the 2026 EU requirements
The Commission now references Regulation (EU) 2026/131 and the certificate model under 2026/705. For the non-exempt rabies-testing route, sampling follows the vaccination rules and must be at least 90 days before certificate issue. The reported antibody level must meet 0.5 IU/ml. The current country exemption list is in Regulation 2026/636; verify the India route against it.

Certificate and entry checks
The Commission describes an official/officially endorsed health certificate, a non-commercial declaration and identity checks at a designated travellers’ entry point. The certificate’s initial entry window is ten days. Older certificate models have a transition rule: do not download an old form just because a previous traveller used it.

Read the destination’s additional steps
Some destinations require a timed tapeworm treatment for dogs. Confirm this for the actual arrival country, and check onward travel if crossing more borders. Keep the current rabies vaccination series valid rather than assuming an earlier test removes every future paperwork step.

A practical sequence
Choose the first entry point and route; have the vet check the identity and rabies chronology; book any required laboratory work; calculate the earliest eligible date; then align Indian export certification and carrier acceptance.
Ask who will inspect the papers and where the pet will be collected. Save a copy of the exact certificate model and the authority’s instructions used for your journey. For a return trip, make the Indian re-import plan before departure.
Your document checklist
| Document | Who provides it | What to check |
|---|---|---|
| Chip, vaccination and applicable blood-test records | Veterinarian / designated laboratory | The document chronology must match. |
| Current EU health certificate and declaration | Official veterinary authority / owner | Use the current model, not an old blog attachment. |
| Treatment record, if required | Veterinarian | Check the first entry country. |
| Entry-point and operating-carrier acceptance | Receiving authority / airline | Confirm both independently. |
Common questions
Does “Europe” mean one set of rules for every country?
No. This guide covers the EU framework. Great Britain and other non-EU countries need their own checks.
Can I reuse a 2024 or 2025 certificate template?
Check the current Commission model and transition provisions. The published framework changed in 2026.
